Open Project Application Guidelines of the Ministry of Education Engineering Research Center for Reliability and Testing Technology of Rail Transit Equipment

I. General Provisions
The Ministry of Education Engineering Research Center for Reliability and Testing Technology of Rail Transit Equipment (hereinafter referred to as the "Engineering Research Center") was officially approved for establishment on October 12, 2007. The center is hosted by Beijing Jiaotong University and co-established by Datong Electric Locomotive Co., Ltd., Changchun Railway Vehicles Co., Ltd., Qingdao Sifang Locomotive and Rolling Stock Co., Ltd., and Qiqihar Rolling Stock Co., Ltd. The Engineering Research Center is a research institution integrating technological development, experimental research, technical consultation, and services. Its functions include core technology research and development, technical support and consultation for major projects, engineering monitoring and testing services, etc. Through the development of new technologies and the transformation of achievements, the center aims to lead the field of reliability and testing technology in the rail transit equipment industry. The Engineering Research Center comprises four research directions: structural reliability assessment and design, testing technology and equipment, development and application of key components, and vibration and noise testing and control. Aligned with national and industry strategic needs and the university's "Double First-Class" construction goals, the center focuses on tackling core technologies required for the development of rail transit, continuously enhancing its capacity and level of service to the industry and society.

II. Funding Directions for 2025
Open topics in the following areas: structural reliability assessment and design, testing technology and equipment, development and application of key components, and vibration and noise testing and control.

III. Application Procedures and Funding Management
(1) Open projects must align with the main research directions of the Engineering Research Center. Doctoral students, postdoctoral researchers, and domestic and international scholars with the rank of lecturer or above, or equivalent qualifications, may apply for projects by completing the Open Project Application Form of the Engineering Research Center. Students must obtain their supervisor's consent and recommendation to apply.

(2) Applicants should select their own topics based on the research directions in the application guidelines. The electronic version of the "Beijing Jiaotong University Ministry of Education Engineering Research Center for Reliability and Testing Technology of Rail Transit Equipment Open Project Application Form" (Attachment 1) must be completed and sent to the contact email before the application deadline. The application form must be signed electronically by the applicant, project team members, and recommender.

(3) The Engineering Research Center will organize its technical committee to review the applications and recommend funding amounts. The head of the Engineering Research Center will make unified adjustments based on the recommendations and notify the applicants of the results.

(4) The project cycle for this year is two years, from January 2026 to December 2027, with an average funding intensity of RMB 30,000. Applicants with outstanding expected results and potential for collaboration may apply for continuous rolling funding. Upon project approval, a final report must be submitted and a project conclusion application made before the project end date.

(5) Applicants are encouraged to collaborate with fixed researchers of the Engineering Research Center in applying for projects, conducting scientific research, and co-authoring papers. Priority will be given to such applications during the review process.

(6) For projects with no submitted papers within one year, no papers or annual reports within two years, or other failures to adhere to the research plan, the head of the Engineering Research Center reserves the right to adjust or terminate funding at any time.

(7) Applicants who receive funding may apply for short-term exchange visits to the Engineering Research Center. The center will provide necessary working conditions and strive to offer convenience in daily life for visiting scholars.

(8) The deadline for open project applications for 2025 is November 15 (application form attached).

IV. Ownership of Research Results
(1) The results of projects funded by open projects shall be jointly owned by the applicant's institution, the Engineering Research Center, and other funding units (or parties with clearly defined intellectual property rights).

(2) Papers used for the conclusion of funded projects must acknowledge the funding source (Open Project of the Ministry of Education Engineering Research Center for Reliability and Testing Technology of Rail Transit Equipment).
